While inscriptions can be powerful tools, in some cases, such as a class change, race change, running strategy, or reason, you may want to rebalance or redistribute your points. In such a case, this command is what you use to reset that.

From the in-game help file:
Inscriptions clear: The 'inscriptions clear' command allows you to unlearn some or all of your inscriptions and ciphers. In doing so, you will regain those inscription points which were "used up" by the inscriptions and ciphers which you are erasing. You have three options when using this command: 1. Erase all of those inscriptions which are linked to a single ability of your choice. 2. Erase all of your ciphers, leaving your other inscriptions alone. 3. Clear your entire inscription list, erasing all inscriptions and ciphers. Simply type 'inscriptions clear' and carefully follow the instructions provided to proceed. Note that this command will cost 3 sun stones per use, regardless of the number of inscriptions and/or ciphers which you are erasing.
