This command approves a player who's applied to fulfill a bounty contract.

Usage: bounty approve <target name> <hunter's name>

Example:
  bounty post nijlo 1000      (posts a bounty on Nijlo's head for 1,000 plats)
  bounty approve nijlo timeo  (approves Timeo for the reward for pking Nijlo)
  bounty approve nijlo kerlyn (approves Kerlyn for the reward for pking Nijlo)

You may only approve bounty hunters for bounties you've created. You may not
approve a bounty hunter for a bounty after you've rejected him or her. Once a
bounty hunter is rejected, he or she can never be removed from the rejection 
list.

Additionally, once a bounty hunter has been approved, he or she can never be
removed from your bounty hunter list.

These two rules apply only for the current bounty. When you start a new bounty
with the same target, the approved and rejected lists are reset.
