Usage: Ishtl's choler

Ishtl's choler is an iah fortification prevention ability.

Ishtl's choler calls directly to Ishtl for anger incitement. When received, the
user's desire to harm increases but this desire doesn't increase the user's 
ability to hurt an enemy directly. Instead, it aids in the user's ability to
hit an enemy successfully.

The +hit gained is related to the user's strength. The duration of the affects
is related to the user's constitution. The higher the user's constitution, the
shorter the prevention time.
